What is a Classification Manager and why is my job offer being held up?

After sending in a proposal and chatting with the client, I received an offer for the design gig. Great! I go to accept the offer and I get a new chat room with the client and someone called Classification Manager.

The client has completed the tasks. How long does this process take? The gig is for an Enterprise Client and I am eager to begin working.  The Classification Manager doesn't respond to me in the chat. 

I can't find anything on Upwork about this Classification Manager. It's just very confusing.

My offer has also been held up by a classification manager. Me and my client have completed the tasks already. Can you please help release my offer? This is an important opportunity for me with an enterprise client.
