What's the purpose of having two parallel public scoring systems?

Hello! I'm a bit confused regarding the purpose of having two parallel public scoring systems for freelancers. 

We have the general rating based on public feedback, with the five stars. And apart from that there is the JSS, which basically measures the same things.

 

All "gig" based platforms sites I'm part of have both scores, but they only have the star-based feedback rating as the public one. The other one categorizes the freelancer/provider with a score that is used by their algorythms when recommending to clients and showing on search results. For example if a provider gets a low nough internal rating, thy will just be shadow banned or shown at the bottom of the search results. Or will be only shown/recommended to clients with a similarly low rating.

 

Isn't showing 2 ratings to clients just adding overcomplexity to their choice? What if they get a freelancer with a 5 star rating, but 80% JSS, what are they supposed to think about that?

Also why don't we see clients JSS, because they also have one where the private feedback that was left to them is taken in count!

It isn't showing 2 ratings to clients. Only the JSS is shown. The public feedback rating (which is 4.9 across the site, showing how meaningless it is) isn't shown.

There are not separate / parallel scoring systems. There is a single scoring system which includes multiple complementary components.
