Twice I have seen clients write in their ad to reach out and ask any questions you may have about the job before putting in a proposal. Is there any way to actually do this?

No. You have to submit a proposal. I recommend doing so and including your questions about the job. These clients don't know how Upwork works.

Hi,
Thanks! I figured as much but the last one I saw was today and he put his name in the ad and had one of those marks as being a premium Upwork client so you would think he would know that.

A premium client pays more money in return for several perks. They don't usually know any more about how the platform works.
