Who is the employer when working on a project?

My local DEW want to know who my employer is when I submit my hours I've worked during the past week. Is Upwork the employer or the client(s) I have worked for?
Any feedback is highly appreciated.

Upwork does not act as an employer or otherwise engage you, we are not able to provide you with a Certificate of Employment. If you have a long-term client on Upwork or work with an agency, you can contact them to see if they can provide you with the documentation you're looking for. You can access the Certificate of Earnings with the information about Upwork and your earnings.
