It sometimes happens. Most likely it is a technical glitch. Check again in a few hours. It should be back to normal again. You can also check your membership status--free membership--connects detail.
If you go to your Membership & Connects page (Settings > Membership & Connects), you will see your Connects History, and your Current Billing Cycle. Your connects will be credited to your account after the last day of your billing cycle. If you think you need more connects, you may opt to upgrade your membership plan to a freelancer plus plan.
As an exclusive member of the agency, you can only use the agency membership plan and Connects. Please note that also, exclusive agency members can only work on contracts under Agency. For more information please check out this help article.
Please know that we moved to the paid connects system last May 2019. As such, freelancers on the Freelancer Basic Plan will not receive free Connects anymore. Connects need to be purchased and are sold in the following bundles:
Purchasing connects can vary based on your location, but all Upwork users will be able to purchase connects with a credit card or prepaid card. Additionally, if you have a balance on Upwork you can use it to buy Connects. You may read more about it here.
