Why I get 2 non-eligible weeks recently.

My eligible weeks is not increased in last 2 weeks, I don't understand why. I have read this topic but still have no ideas. I have maintained Rising Talent status so far, so my account should been marked as eligible. Please help me know the reason. Many thanks.
