Why am I still charged a 16.67% instead of 10% service fee when I've crossed the $500 earning mark?

Why am I still charged a 16.67% instead of 10% service fee when I have crossed the $500 earning mark? Is it not supposed to be a 10% service charge according to upwork's documentation?

For now, the $500 earning is for a single client. For this client you already have $300, the next $200 is at 20% and the rest at 10 %,
