Why am i not getting hired by clients?

Hello,

I have been struggling hereon upwork for a while. while i try so hard to have my profile optimized and apply for jobs writing proposals that tell exactly what i do, i still coudn't attract clients. 

I need to know what you guys think i need to do, going forward, to win jobs.

It's a well known issue among all freelancers here. even the very experienced and the top tier freelancers face the same issue.
and nobody is helping at all in the forums.
