I assume that in many cases the clients posting jobs do not understand what it means to request only "Rising Talent."
I think only a minority of them understand that this means they're specifically asking for less-experienced contractors.
You CAN apply for these jobs. If you send in a good proposal, you have a good chance of getting hired.
Your proposal WILL show up in the client's list of applicants, although it may be accompanied by a notation that you're not a "Rising Talent."
REMEMBER: Most of the job proposals that client receive are horrible. In many cases, only one is any good. If you're actually a good contractor and take the time to write a good job proposal, there is a good chance that you will stand out and get hired.
