Why connects are not refunded on expired or inactive jobs?

I have noticed that many clients post jobs just for the sake of posting without any immediate need, maybe to check on the price. Also, I have often seen that jobs are posted with almost similar requirement (even the content is exactly matching) and eventually there is no hiring on any of these jobs. Every job applied has a cost associated with it, you eventually spend whatever you earn mostly on buying connects in the initial period where you need net-revenue the most. At least connects should be refunded for jobs which are inactive for 30 days, even part refund should also help. I have seen a few of the replies on the community that evaluation on the clients and hiring should be done before applying but is it practically possible to be choosy when each job has 20-50 applications?
