Why don't the proposals I send end when the client hires another person?

Because for whatever reasons of their own, the clients pick "no" when asked whether they want to close the job on hiring.

Because a lot of times clients are just testing someone and don't want to close it. They leave it up to go back to it should they want someone else.

Client may be hiring multiple people with same job posting.

A very normal thing to do.

Even if the job posting states the intent is to hire only one freelancer. I nearly always use that setting, even if I plan to hire multiple freelancers.
