Why is there captcha when submitting a support request?

For logged in users that makes absolutely no sense. I hate that google captcha asking to choose bicycles or other street stuff: I was never able to pass it on the first try. And it asks something else again and again. Seems rather useless to abuse the ticket submitting service when you can be clearly identified.

Why would this be something that cannot be answered in the forum but requires a PM?

I would actually like to know the answer to this as well. Like Aleksandr, I find the process unnecessary and annoying (when I am already logged in).
