Why my Top Rated eligible weeks stuck at 14 for the last 4 weeks

Despite maintaining everything my Top Rated eligible weeks stuck at 14 for the last 4 weeks. Is this some kind of bug. Please refer to picture for a clearer picture.

No, it is not a bug.

As the 16 week window is a rolling window, the two non-eligible weeks have to work their way through the whole 16 week window before they fall out of it 16 weeks after the first non-eligible week first happened.

As you only need 13 weeks, it does not affect you in any way.
