If you apply for a job after seen a paper ad, you expect that company to return your postal charges if they decided not to move further?

I think you are too much used to online jobs and little knowledge to other jobs. Postal charges are not comparable to this apply fees, postal charges somehow comparable to internet charges, that you not gonna get back anyway
Some jobs require addition fees/ bank drafts to apply, and after taking money for application if they decided not to move further that is measured illegal and anyone can take legal actions. So those things aren't comparable.
Upwork still giving connects back if they decide to move back and colse manually.

No, in this case you won't. But if the client closes the job without hiring, you do get the connects refunded.
