Withdrawal problem with Payoneer

Hi there,

Today I received my payoneer card and after the card activation, I requested to get paid.

I immediately received an email saying that my payment is on hold for further review, what does this mean? I have  already uploaded my  passport copy to payoneer and Upwork has already verified my identity.
