I'm brand new to Upwork, so please forgive me if this is a question that is more simple than I'm making it. I've searched the help articles and forums and re-read the User Agreement, and I am not finding anything that clearly represents an answer to my exact circumstances.
I recently submitted a proposal for a job that is in a niche industry I work within. However, after having a meeting with the job poster, we would actually like to work together in a scope that is quite different than the job that was posted and he would like to continue his search for someone else to fill the job that he originally posted.
Should I just withdraw my proposal in this scenario? And since the scope of work we discussed is completely different than the original job post, can we work together outside of Upwork, or will this be considered circumvention. I want to remain above board so I don't jeapordize violating Terms.

Just leave it as-is or withdraw, it mean nothing. No violations there in any case.
But if you withdraw and client will close job with no hiring then connects wont be refunded. So better is never withdraw.

So you're saying that if I withdraw and then work with this client outside of Upwork, it won't be a circumvention violation?

You cannot work outside with client reached you via Upwork in any case. It is rules violation. You may be banned if catched.
