What if prior to accepting a contract the client gave you assurance that you will be working "X" amount of hours per week but since you've accepted the contract the amount of tasks given does not cover those hours?......it's actually less than what was agreed to. What can be done in this case?

You get paid for hours logged by you on client's project. Ask the Client to give you work for rest of the time.
They can surely compensate you without you working in form of bonus.Or may be they allow you to add manual hours for time promised but not required.But I do not think,it is something you should ask for from your end.(Just an opinion)
