I am an American quarentined in Europe because of Covid 19. I am trying to set up an upwork account to work remotely. Although I have an address and bank account in the US I do not have a telephone number there.
How can I bypass the phone number verification when creating my account?

You are in Europe, so set your account up where you actually are. You are not "quarantined" in Europe, you "live" in Europe....

I don't know why another freelancer would care or pretend to know whether you are actually "quarantined" in Europe, but if you will soon be back in the US you can set up your account appropriately (with a valid phone number) and then hit the road again with full access to your Upwork account.
If you don't live in the US, you might have to set up your account in the country where you spend the most time (and have a telephone and a bank account).
Upwork has provided no public guidance I am aware of in regards to using Upwork when not in one's home country, but I am a US citizen, regularly travel internationally for extended periods and have never had any problem using Upwork wherever in the world I happened to be.
If any Upwork employee has any insights beyond these comments, I'm sure they'll be happy to chime in with better information.
