Wrong Upwork 20% fee - $19 from $25?

Could Upwork please explain why from a job of $25 I will be paid $19?  If your commission is 20%, which is $5, what is the extra $1 reduction for?  This is before any kind of bank withdrawal etc. just money in account.  Thanks.

Depending on which country you're in, VAT on the fee at 20%

 

Edited to add: You're in the UK, which has a VAT rate of 20%

So client is billed $ 25, the Upwork fee is $ 5, the 20% VAT on the Upwork fee is $ 1
