“You can’t send an offer to this freelancer“

My client sent me this image that he couldn't send me an offer. I don't know what's the problem with my account. Does anyone know about this? I already searched it in this community but no one answered in public.

No one update me this far, so I sent other ticket. 

And replied back to me to asked DETAILS.

When can I get appropriate support?

I'm going to lose this job and may cannot be paid for the works so far I've done.

Wonder what this platform really helped the freelancers to work with stable.
