You need to go buy connects. Then you'll have enough.

It's because you don't have enough connects to submit a proposal. In other words, you have insufficient connects.

You can buy more from your profile/settings page.

If you are new to the platform it would be well worth reading the ToS before you start bidding on jobs so you can learn how things work.
