Your account is suspended, you cannot proceed while creating direct contract

Hello, 

 

When I'm creating a direct contract for my client who hasn't account on Upwork, then it's showing an error - 

Your account is suspended, you cannot proceed.
 
But my account is active, I just finished a job and one is active.
 
Please help me with this.
