This is very simple.

The client MAY be interested in hiring you to do something.

For example, he may want you to draw a picture of a cat wearing a funny hat.

He wants a "fixed quote." That means he wants to know if there is SPECIFIC amount of money he would need to pay you to draw the cat.

You are willing to draw the picture for $50.

So you tell the client:

"I can draw the picture of the cat wearing a funny hat for a fixed quote of $50."
