A seller ask security fee outside this platform. is it safe to send the money? he said the money is refundable. Can I trust it?

Before you do anything else on the platform, read the terms of service. You can find a link to them at the bottom of the page. The terms of use might be the easiest place to start. Then read about the contract types, fixed-rate and hourly. You can find them using Google.

There is never any honest reason for a freelancer to pay money to any client.

If a freelancer needs to refund previous payment from a client, that should only be done through Upwork's system.
