adding a billing method issue with paypal.

when I try to add a billing methond with my paypal account, I got following error even if my paypal account status is active.
Please help me to fix this problem.

I'm sorry to learn that you're having difficulties adding your PayPal account to your account. Freelancers with a verified PayPal account can use PayPal as their billing method. To learn more about verifying and linking your PayPal account, go here. 

Please note that a credit card needs to be added as a backup billing method if you plan to use PayPal to purchase Connects or pay for a membership plan. Alternatively, you can check this help article for other options for adding a billing method to your account.
