agency proposal sending limitation

Hi,

Hearing many story about profile suspension due to high number of proposal sending. Couple of questions here:

1. Sending more proposal effect badly on agency profile? to grow with more client I believe needs to be sent high number of proposal?

How can handle this situation as a agency member?
