can a freelancer submit a contract to the client?

my client wants me to send him a contract. Is that even possible? I am new and I'm confused.

Hi Jerico,

Yes freelancers do have the option to propose a contract to a client.
But, If you haven't been hired until now (by the same client) you will not have this option. Your client will need to send you an offer and you can share this Guide with them where they can learn more about hiring a freelancer. Thank you.
