Are you getting this message for every job that you try to send a proposal for or only one job in particular?

Hi Eslam,

Please try clearing your cache and cookies and if that doesn't help, attempt sending the proposal from a different browser to see if that resolves the problem. If after that the issue still persists and you are unable to submit proposals to any jobs (not just one job in particular) then you may be affected by a bug that we care currently working on resolving. At present, the workaround for the bug is to make sure that all of your user details are complete in your Contact Information section, including address and phone number, then try submitting the proposal again.
