can't tie the card to my account

Hi! I can't tie the card to my account. An error appears "We are sorry! We are experiencing a technical problem and cannot process your request right now. Please try again in a minute."Then I'm thrown out of my account with an error " We see that you are trying to login from a restricted location. The US goverment says we can't allow users on our site from TEHRAN. You can access your account from a different location." I don't use VPN, and I'm in Russia.

Please try clearing your cache and cookies or logging in with another browser to add your account. If you`re still experiencing the same problem after this, let me know. Thank you.
