can we bring outside clients to upwork for hourly contracts

I have a client who found me on some other website and we have agreed to start a hourly contract, I wanted to ask can upwork allow me to start contract with people who were found outside upwork, I want upwork contract because its safe

Sure, why not? (Provided doing so would not violate the terms of Service of the other website the client found you on, and it's a real client)

You can't.

The client can.

Just send him the link to your profile (the url) and then he can create a client account and hire you.
