client permanently deactivated based on the job she posted. Is normal? Id and bankcard needed?

Why is a friend of mine told she is deactivated based on her request for work and now is being asked for an ID and a bank reference. Is this legitimate and why did this happen?

Your "friend" will need to contact upwork herself. They're not going to tell you anything about someone else's account.
