I know there's lots of these questions that have been answered. Just want to throw my specific circumstances into the discussion.
I'll dot point for ease of following.
1. Client offered $1000 for whole project, I accepted. No milestones were set, I had 8 documents to complete.
2. He put $5 in escrow for the first document.
3. I completed it and asked for $300. He agreed and paid.
4. I completed the other 5 documents, and requested final milestone payment for the remaining $700.
5. He sent me a text message on my phone (outside Upwork) asking me to change the milestone to 2 smaller milestones, $300 this week and $400 next week. I did.
6. He paid the $300 for 2nd milestone.
Now, we are five weeks later and he will not approve payment for the remaining $400. It is not funded. The communication between us clearly demonstrates he has agreed to pay and quality of work is 'great'.
What are my options please?

Your option is:
Learn from your mistakes and don't make the same mistakes again in the future.
I know you are disappointed right now. But you did it wrong. This is on you.
The client has not broken any Upwork rules.
Don't work on unfunded milestones.

Only funded milestones count.
