contract suspended and now receiving payment

Hi

I have a client for whcih I already submitted all the work  but he has not paid me yet ( though it showed that project has the funding in escrow) and now the contract has been suspended. How can I receive my payment.

Was any attempt made to make a payment? I submitted all the deliverables for the project and the client said he has been charged but I never received any payment
