creating new account after deleting my old one

Good evening to you all, I need help and clarification urgently if you please

More than a year ago, I created an account on Upwork, and after I got my first job, the administration asked me, as usual, to confirm my identity via video call, and it happened, but the next day my account was deleted, and after that I created more than one account with the same data (and the same ID card). My important question

Is there a way to create a new account? Or was the road blocked in front of me because I created an account before and it was confirmed with the ID card?
