I have a lot of reasons why your proposal is being declined or ignored by the clients
you need to check a couple of things
- don't be so generic:
don't start your proposal with "hi I'm x doing y with z years of experience " this way you lost the first 2 or 3 sentences on something the client doesn't care about - be direct:
start with the client's need and similar tasks/projects you worked on before and how you solved this issue before.
- be descriptive:
answer the question "how" you can solve this issue and "why" you followed this strategy
