email said I can apply, submit a proposal button inactive, says to complete profile, which it is

I created an account, upgraded to premium, my account is at 100% complete, I have a profile picture that is of me, my description is accurate, and I received an email saying "your profile is live" with a "Start Applying Today" button yesterday. 

Still, every job I look at, I can't click the submit a proposal button and it's telling me to complete my profile but gives no indication of what's left to complete.
