fixed contract, unresponsive client

I have a job with a fixed contract divided into two milestones. I started to work and I made several drafts,after a couple of weeks the client has  not answered me for some time, I tried to solicit to continue the work but no answer. What should I do? do I have to request the payment of the first milestone?
