What is this system that clients are using to post work here? They , on their own decide the price of the job- Fixed price. And then they mention they want freelancers with lowest rates??
This is so bad on their part and also ,Upwork too, for allowing both the options? This way how are freelancers going to earn money even if its a simple task.
Either Upwork allow clients to choose a price or the option of mentioning that they need someone with lowest rates. Not both.
please. do something.

A proposal is nothing more than a start of a conversation. You can always negotiate with the potential client. If you don't like the selection criteria, don't apply to these jobs.

Clients are not posting static gigs (e.g., "Do X for Y pay"). Instead, they are posting requests for proposals. Freelancers can then contact the client and make a proposal, ("I will do X, for Z pay. Or, I can do X+R for, M pay").
Don't think of Upwork as a place where you can select gigs as if they were on a menu. It is a meeting place where clients and freelancers can network and negotiate their own deals.
