How are the words shown in the proposals "hires" & "hired" seperataly define?

Hi Theodora,

 

I'm not sure, but I think " hires" means the job is still open and the client may hire some more freelancers, whereas  "hired" means the job has already been closed by the client. This is my observation. I may be wrong.
