I am a designer and need to know, if I don't work but my computer does (rendering a photo) is it included in hours, which are payed?

If you are using the automated time-tracker, then you would automatically not be paid, because the time-tracker is not a time clock. It doesn't record time segments which have insufficient mouse/keyboard activity.

It isn't really Upwork's intention that you log time for rendering time. But if you are upfront with your clients, you can do what you want. Using manual time.
