I thought that if a job was on hold for two months or longer with no payments being made, it would affect the JSS? Correct me if I'm wrong.

I think we can agree that just the act of pausing contract doesn't do anything to JSS.
A client paused a contract, and un-paused it a few minutes later... That won't do anything.
A contract paused for a couple months?
Maybe...
We have been told that long-term clients can contribute positively to JSS.
So if a contract is paused for a long time, there is no earning, and it can't be counted as a long-term client. There may be the possibility of an effect on JSS there.
Beyond that... I don't recall hearing anything about pausing having a negative effect on JSS. But I would welcome anybody providing more info if it does.

Not if payment has been made, at any point under the contract.
If nothing has ever been paid, it can, eventually, but not for a couple of months from when the contract started.
