Does Upwork allow the use of TeamViewer with fixed-price contracts?

Yes.

Do I personally allow TeamViewer with fixed-price contracts?

No. Of course not!

After being hired for fixed-price contract, the client says he wants me to use TeamViewer.

I tell the client: "Nancy, TeamViewer was not specified in the contract agreement. There is no way for me to use TeamViewer as part of this contract. Would you like me to finish the work on my own using the current fixed-price contract? Or would you like to close the contract and set up an hourly contract we can use while logging time and using TeamViewer?"

As a client, I have hired over 180 freelancers.

I OFTEN require freelancers to use TeamViewer.

I always state this fact in the job posting.

Of course these are hourly jobs.

It makes no sense to use a fixed-price contract for most types of work that will be done while using TeamViewer.

Sounds like a client that is not much fun to work for.
