I have a development centerin Belarus and if I want to send money legally there, I need an agreement and an acceptance certificate with every payment sent there, is that possible on Upwork?

For any wire transfers to registered Private Entrepreneur bank accounts such as those in Russia, Belarus, and other countries, download this Confirmation of Services form, fill it out, and email this filled in document to freelancersuccess@upwork.com. They can assist with processing and provide a copy of the signed version of the Upwork User Agreement, if needed.

The CoE Ryan shared is the only document we can provide and should be sufficient for enabling withdrawals to be received in your bank account.
