meeting dial in

I am trying to contact a client that responded to my proposal with the meeting dial-in feature, I was given a phone number to dial a meeting id, and a meeting passcode, what I want to know is if I dial the phone number will the client's phone ring? or the client will only see the meeting if he is online on Upwork.

Please I need a response

This sounds like someone trying to get you off Upwork so they can try to scam you - the Upwork meeting feature doesn't give out phone numbers. Send this person a message saying you can only use the built-in Upwork phone/video meeting tool until you have a contract in place. If they're a genuine client they'll be happy to do that.
