no chat possibility ('get help' button) over $600k earned over last year

I asked about why I lost possibility to chat when I needed help (due to clients problems with payment I needed to ask few fast questions) and you know what I heard?

That I cannot have chat possibility anymore because **Edited for Community Guidelines**

My Agency earned $600k + over last year.

We have very good reviews (https://www.upwork.com/agencies/~01777e7880efdd0acf)

I guess that there are some better agencies, but rly... I cannot have a chat possibility?
If doing that I cannot have a chat (as Agency owner) having 16 active freelancers right now, 
tell me what to do to be a part of "all star" freelancer activity level
