Yes
I have payment issue with my client I did my work and she is not replying
me and I told here again and again activate milestone but she told me
complete the work I will release payment and then when I did my work she is
not answering me and change all the data which is related her website.

For Fixed-Price Contracts, the client has 14 days from the most recent submission on a milestone to review and approve or request changes. If your client doesn't respond to any milestone submission within 14 days, the deposit is automatically released to you. The client may have been busy with other personal activities that affected their ability to reply to you. Please give them time to review the work submitted and get back to you. If the client has changed some information on their website which you need to access it, please reach out to them directly and politely request for the details. It is important that you communicate with your client to avoid any misunderstandings.

Yes I am waiting her reply but problem is she has no activated milestone so
how can I get my payment?

If there is no active milestone that means there is nothing you can do and there is also nothing Upwork can do to get you any money. It means you need to not work on milestones hat are not active and funded in future.

To active milestone, I told her many times to Active milestone while
working but every time she said that she will active it after completion of
my work and at that time have trust in her and I did my all work as she
requested. once I finished work then even she is not replying to me on
Upwork. so now what can I do? Please help me.

Now the only thing you can do is hope that she will come back and pay.

In future, don't let clients bully you. No active milestone, no work. (with the possible exception of long term, trusted clients who have demonstrated that they deserve your trust over and over. And even then a risk remains.)
