I got the same notification but it didn't prevent me from submitting my proposals. Are you unable to submit your proposals?

The screenshot you shared above shows uploaded files? Are you unable to upload more files? Or is it not allowing you to submit your proposals with the images?

It has started to happen recently. Whenever I upload the files, I get the same message you shared in your original post but I still can submit my proposals. 

Someone from the Upwork team can help you with the issue.

This is simple.

Just put your image files in a directory accessible using a browser, with no contact information associated with it. Send the link to potential clients rather than trying to send files.
