question about the quality of proposals

Hello! I submitted several proposals for a data entry job. A couple of days later people did answer me and a couple of hours late I received that "This job was not in compliance with our Terms of Service". How can I protect myself from choosing the wrong companies who don't follow your Terms of Service if the decline comes only several days later, while the company's applications exist so many days? Thank you
