"Top Rated" and Order of Listing in Freelance Search?

As many of us have expressed here, I am mystified as to the logic Upwork uses in deciding the order of listing of Freelancers in a search.

Searching for equivalent rated CPAs:

specifying 90%+ JSS,

billed at least hour,

active in last two months,

rate $60+

and CPA in title results in a listing of 12 Freelancers.

Of the 12,  9 are Top Rated and 3 are not.

I am among the 9 that are Top Rated and yet I appear last in the listing of the 12 - on Page 2.

It sure appears that being "Top Rated" means nothing in Upwork's logic in order of listing in a search.

Not whining - just wondering why I receive very few invitations.

I suspected that this shifted every time someone searched, but didn't expect this much variance.

I just ran exactly the same search you described and turned up 38 results, among which you were # 17.

Hi Tiffany,

Just ran it again with my filters.

If you got 38, you may have missed a filter.

Now lists 9 - 7 Top Rated; 2 not.

I am still last.

Hi Joseph,

The search results and the order depend on who is searching, time of the search, whether the search is ran in relation to a posted job or not and other factors. Additionally, the results are rotated so different freelancers get a fair chance to appear in search.

I just run the search you described and your profile appeared on the first page among first 10 freelancers.

Exactly; one cannot appreciate the good until one has experienced the bad; and vise-versa.
