Hell I am still a bit new to upwork and was wondering if anyone else has had an instance where you had a potental client ask to speak to you on a different app such as skype or telecom? also if they have said that they would send you a check to then pay the vendors for equitment?

Them asking to speak on a different platform isn't necessarily a sign of a scam. Remind them that Upwork's rules say communication has to be through Upwork's platform until the contract is in place. If they continue to insist, walk away.
Them asking to send you a check - definitely a scam. Report the job post from the link at the top right of the post and walk away.
